Why it exists
Almost none of it is about eligibility.
Read the published refusal grounds and the same handful of problems come back: financial evidence that is incomplete or unexplained, documents that contradict each other on names and dates, and nothing on file showing what brings the applicant home.
All of that is visible in documents the applicant already holds, hours before they submit them. Nobody checks, because checking properly means reading nine documents against each other and against a rulebook, and no person does that reliably at eleven at night.
